Leash Law

          Last year I noticed a student in a wheelchair making his way across the Kansas University campus, with his service dog trotting along beside him.  The dog was on leash, as required by our city's fairly strict leash law.  Starting last year, owners of dogs off-leash in public places have regularly been ticketed and fined.  Even service dogs are subject to such enforcement.

          But as the young man needed both of his hands to maneuver his wheelchair, the dog dutifully assisted him (he was a
service
dog, after all), by carrying his own leash in his mouth!
